WebFeb 5, 2009 · Now, the thing is, to actually BE normalized, if your weapon has a 2.0 second delay and my weapon has a 4.0 second delay, you'll get twice as many SWINGS in that minute. BUT, to normalize MY weapon to have that same proc rate of 2.0 times a minute, I'd need DOUBLE the chance, per each individual swing, for my proc to go off.
